Position Summary

This is a confidential management position having responsibility for the overall operation of the Residential Division including ensuring that the supports adequately and appropriately meet the physical, social, developmental and health needs of individuals. Ensures compliance with Agency, regulatory and accreditation standards, policies, procedures, and objectives in accordance with Agency’s philosophy and mission statement. Responsible to set the direction of the Division by formulating and implementing long range plans for the Residential Division. Exercises independent judgment. Develops new opportunities and support delivery models. Ensures financial stability for the division.

Essential Functions

  • Partners with Executive Team to monitor and evaluate organizational development for continuous improvement. Takes responsibility for any issues noted and demonstrates the ability to actively problem solve by seeking, developing, and implementing viable solutions using appropriate internal and external agency resources.
  • Takes a leadership role in development and implementation of division priorities to support the realization of the Agency’s strategic goals.
  • Develops, writes, implements, monitors, and evaluates Agency Policies and Procedures.
  • Directs and oversees operations of all services within the Residential Division. Makes decisions regarding hiring, orientation, training, performance evaluation, discipline, and discharge of staff.
  • Represents the agency positively and professionally when interacting with individuals served, co-workers, employers, their employees, families, and other community members.
  • Provides direct supervision and guidance to upper-level management within division. Provides mentoring and training for subordinates.
  • Demonstrate person-centered excellence in the Division through the Council on Quality and Leadership (CQL) Accreditation.
  • Ensure compliance with Agency regulatory and accreditation standards, policies, procedures, and objectives. Conducts on-site visits to each home, as needed. Oversees operations within all Residential settings and ensures compliance with local, state, and federal regulations. Ensures all certifications are current and in compliance with State regulations.
  • Responsible for the organizational structure of the Residential division including demonstrating creativity in the development of new programs and program models.
  • Defines programmatic vision and strategy. Evaluates program design, development, and coordination of projects. Manages and integrates programmatic learning across the division and organization.
  • Is viewed as the Agency’s expert in residential supports. Takes an active, lead role in various meetings and conferences within Developmental Disabilities community. Remains current with best practices and service modalities.
  • Engages in various activities to gather necessary information. Implements organizational changes, program enhancements.
  • In cooperation with the Business Office, prepares and administers budget for Residential Division. Monitors performance against budget and undertakes corrective action as necessary. Trains subordinates in fiscal management.
  • Prepares proposals and grant applications. Follows-up as necessary to secure available funding and implement funded programs.
  • Works with subordinates to establish program goals and ensures that goals are realized and met by due date.
  • Manages projects including taking a leadership role on committees and task forces.
  • Responsible for oversight of residential vacancies. Ensures subordinates maintain programs to capacity.
  • Responsible for oversight of new development and program enhancement strategies by creating traditional and non-traditional environments to support individuals in the most appropriate manner.

Additional Responsibilities

  • Develops system for internal quality improvement and billing compliance
  • Develops and oversees in-service training programs for staff and enhances such programs on a continuing basis.
  • Represents CPO at designated Agency and external meetings.
  • Compiles various reports on a regular basis as requested.
  • Performs other duties as requested.

Position Qualifications

  • Master’s in Human Services discipline, Business or related field required.
  • Minimum Experience: At least seven years of administrative experience, preferably in human services.
  • Experience working in a program serving people with I/DD preferred.

Knowledge/Skills/Abilities

  • Strong working knowledge of Microsoft Word and Excel. Proficiency in the use of a personal computer.
  • Ability to work independently and handle multiple tasks simultaneously.
  • Excellent oral and written communication skills.
  • Ability to interact effectively with all levels of management, the Board of Directors and outside regulatory agencies, contacts, and vendors.
  • Excellent organizational and analytical skills.
  • Strong knowledge of program budget administration and oversight.
  • Strong managerial skills
  • Ability to read, write, speak and understanding English.
  • Valid driver’s license and meet Agency’s driving standards.
  • Knowledge of New York State and other regulatory agencies laws and regulations.
  • Ability and willingness to travel.
